Overview
The Human Resource Management and Administration (HRM&A) Branch manages the Ministry's human capital, ensuring a competent, motivated, and well-supported workforce. It develops and implements HR policies and programmes that align with the Ministry's strategic goals and national security priorities.
The Branch oversees the full employee lifecycle — from recruitment and onboarding through to performance management, professional development, and succession planning — while ensuring compliance with the Civil Service regulations and Government of Jamaica HR policies.
Key Functions
- Recruitment, selection, and appointment of staff in compliance with Civil Service Regulations
- Staff training, coaching, and continuous professional development
- Performance management and annual appraisal processes
- Employee relations, welfare, and dispute resolution
- HR policy development, review, and compliance
- Payroll coordination and benefits administration
- Succession planning and workforce development strategies
- Leave administration and attendance management
- Administration of disciplinary proceedings in accordance with the Civil Service Regulations
