Security Risk Reform and Transformation Policy Division
Overview
The Security Risk Reform and Transformation Policy Division is entrusted with enhancing Jamaica's law enforcement capabilities and structural robustness. The Division manages critical infrastructure requirements, including the modernisation of police facilities, through the Ministry's Project Rebuild, Overhaul, and Construct (ROC) initiative.
In the Government's thrust to improve public safety and effective policing, the Division manages the operation of the national surveillance system, Jamaica Eye. This currently integrates over nine hundred (900) CCTV cameras while overseeing the modernisation and communication networks to strengthen the nation's security framework through transformative approaches.
Branches
Monitoring and Evaluation, Research and Data Analytics Branch (MERDAB)
Established in 2019 through the expansion of the former Research and Evaluation Unit, MERDAB strengthens the Ministry's research and evaluation capacity, supporting the development and execution of evidence-based legislation, policies, and programmes. It conducts national surveys, develops monitoring frameworks, and manages national security-related data.
Major Technology Transformation Branch (MTTB)
This Branch plays a central role in modernising Jamaica's security infrastructure by integrating advanced technologies that enhance operational efficiency and support national security priorities. Key initiatives include JamaicaEye (national CCTV surveillance), the JCF Communications Network, and the Traffic Ticket Information Management System (TiMS) with eTicketing capabilities.
Cyber Intelligence Policy and Incident Response Branch
Established in 2020 and formalised by the Civil Service Establishment Order of 2019, the Branch promotes cybersecurity innovation, supports the development of evidence-based policies, and contributes to the improvement of Jamaica's cybercrime and cybersecurity frameworks. Key initiatives include Project PRO-Cyber and the MNS CyberSMART awareness programme.
Security Intelligence Branch
The Security Intelligence Branch supports the Ministry's national security mandate through the collection, analysis, and dissemination of intelligence to inform policy decisions and operational responses.
Security Technical Services and Project Management
The Security Technical Services and Project Management Branch provides technical expertise and project management oversight for security-related infrastructure and technology projects within the Ministry.
