“The peace we seek cannot simply be enforced – it must be built and sustained. That is why we emphasise partnerships with communities, collaboration with civil society and support from citizens,” declares Deputy Prime Minister and Minister of National Security and Peace, the Hon. Dr. Horace Chang.
Minister Chang made the statement on Thursday (October 9) during his keynote address to the 293 freshly minted constables added to the Jamaica Constabulary Force (JCF) during the Passing Out Parade and Awards Ceremony held at the National Police College of Jamaica.
He added that the new officers are entering the JCF at a time when there is public goodwill.
“Confidence in the police is rising. Communities are beginning to see the police not as distant enforcers, but as genuine partners in peace and development,” Minister Chang pointed out.
The Security Minister reminded Batches 159 and 160 that they are joining “a Constabulary that is undeniably new and transformed, better prepared to meet the challenges of this present age and you too as bright, young Jamaicans will have an opportunity to contribute to that transformation and development”.
However, he cautioned the officers to do their jobs without fear or favour.
“As police officers, you will stand on the frontline between order and chaos, between safety and danger, between despair and hope. You cannot shy away. All that is asked of you is that you do your job right – with professionalism, with discipline and with integrity,” Minister emphasised.
Additionally, Minister Chang pointed out that while the country is experiencing an over 40 per cent decline in murders compared to last year, the actions and decisions of police officers continue to be scrutinised.
“It is not enough to reduce crime. We must do so while upholding the highest standards of professionalism, respect for human rights, and accountability. This is why your training is so important. You must cultivate habits of discipline, fairness and sound judgment. You must guard against arrogance, against abuse of power and against corruption in all its forms,” Minister Chang explained.
In his closing remarks, the Security Minister charged the graduates to “never forget that you are guardians of justice, protectors of dignity and partners in peace.”
